David Scheffer

David Scheffer is a CILRAP Research Fellow and Mayer Brown/Robert A. Helman Professor of Law and the Director of the Centre for International Human Rights at the Northwestern University Pritzker School of Law. He has been the UN Secretary-General’s Special Expert on United Nations Assistance to the Khmer Rouge Trials (2012-18). As the US Ambassador-at-Large for War Crimes Issues (1997-2001), he led the US delegation to negotiations on the ICC, including the Diplomatic Conference in Rome. He has served the US Government in various capacities, such as Senior Adviser to the Secretary of State (1997), Senior Adviser and Counsel to the Office of the US Permanent Representative to the United Nations (1993-97) and Senior Consultant to Committee on Foreign Affairs, US House of Representatives (1987-88).

Scheffer has lectured at various academic institutions in North America and Europe, including Columbia University, Georgetown University, Duke University, National University of Ireland, George Washington University, University of Utrecht and University of Nice. He holds an A.B. from Harvard University, a B.A. (Final Honour School of Jurisprudence) from Oxford University, and an LL.M. (International and Comparative Law) from Georgetown University.

In 2018, Scheffer received the Champion of Justice Award from the Center for Justice and Accountability. He received the Bosch Berlin Prize in Public Policy in 2013 from the American Academy in Berlin. His book, All the Missing Souls: A Personal History of the War Crimes Tribunals (Princeton University Press, 2012), was awarded the 2012 Book of the Year Award by the American National Section of L’Association Internationale de Droit Pénal. The Foreign Policy Magazine listed him as one of the 'Top Global Thinkers of 2011'. He is the founder and Senior Editor of the Cambodia Tribunal Monitor.
