由于在这一阶段存在更大的自由裁量空间且外部介入较少，相关个人与机构的工作质量对于避免资源浪费和防止司法不公至关重要。因此，该项目倡导个人思维模式与组织文化都应树立质量控制的理念。“质量控制”这一非对抗性术语应被确立为刑事司法领域的关键词，尤其是针对核心国际罪行。这一点也体现在由理查德·J·戈德斯通领导的国际刑事法院独立专家审查的最终报告中——他自2013年起即为“质量控制项目”的撰稿人——同时也体现在该领域其他领军人物（如哈维尔·阿吉雷·阿兰布鲁、马兹·安迪纳斯、法图·本苏达、吉尔伯特·比蒂、塞尔日·布拉默茨、安德鲁·T·凯利、沃尔夫冈·卡莱克、刘大群、戴维·雷、马丁·舍伊宁和卡斯滕·斯塔恩）的贡献之中。
